Solon's printer heads 3 poll early birds

A close associate of Senator Ramon Magsaysay, Jr. last week filed his Certificate of Candidacy for a seat at the Sangguniang Panlalawigan, becoming the first local candidate to do so at the start of the election period.

Manila-based businessman Rene Cervantes Guerrero, 34, filed his certificate at 11 A.M. of January 3 at the Commission on Elections provincial office. A registered voter of Precinst 17-A in barangay Bagong Sirang, Baras town, Guerrero is the brother of Virac municipal treasurer Felipe C. Guerrero and is married to the former Aurora Galvez of Ilocos.

The earliest candidate, who uses the nickname "Nong," is reportedly close to Sen. Magsaysay, having printed the latter's campaign materials in the 1998 elections. Although not a degree holder, friends say he is "ma-diskarte." While working as a security guard in a Manila bank, he met his future wife who was also working as cashier in the same bank.

Second earliest to file his candidacy was Justo Domingo Evangelista of Panique, Caramoran, who has moist eyes on the seat held by Vice Governor Alfred M. Aquino, at 3 P.M. of January 8.

The 66-year old businessman, who is married to Viga municipal treasurer Teresita Velasco-Evangelista, wants to be known as "Just," "Osting," or "Ontoy." Allegedly a retired Pasay policeman with an law degree, Evangelista ran for Congress in 1992. Sources familiar with the `92 polls say he was also the second candidate to file his papers with the COMELEC but came up last in the field of congressional bets.

In the capital town, architecture graduate Emmanuel Sta. Ines Valeza caught everyone by surprise, including his close friends, by submitting his papers at 3:40 P.M. of Jan. 8 at the Virac election office.

Valeza, 38, will attempt to annex one of the eight seats up for grabs in the Sangguniang Bayan. A self-employed draftsman and construction supervisor, he is married to his Catanduanes College high school batch 1979 classmate and now COA auditor, Rosie Almojuela. A voter of Precinct 20A in barangay Constantino, "Kong" had his certificate notarized before his attorney sister, Ma. Juana S. Valeza.

A flood of certificates of candidacy is expected to bury COMELEC offices in the two weeks preceding the February 12, 2001 deadline for filing as local political parties have yet to firm up their line-ups for the May 14 electoral battle.
