FICELCO
district polls deferred Two directors of the First Catanduanes Electric Cooperative, Inc. (FICELCO) will be holding on to their board seats for a little longer after scheduled district elections were ordered reset. In an October 2000 memorandum to all electric cooperatives in the country, including FICELCO, the National Electrification Administration (NEA) directed the co-op to defer the district elections scheduled for the first and second quarters of calendar year 2001. As a result, Engr. Ranulfo Tulay will remain as director of the Bato district while David Santelices of San Andres stays on for six more months at the board. Originally scheduled on March 10 and 17, 2001 for Bato and San Andres, respectively, the district election has been re-scheduled on the first and second week of September. The new directors elected in the September polls will assume office immediately upon oathtaking and will serve only the remaining portion of the regular term of office of three (3) years. The deferment follows a practice whereby district elections are deferred if it coincides with the national elections to avoid any possible confusion that may likely ensue among the electorate if cooperative district elections are held within the national election's campaign period or shortly after the actual national elections when the heat of the activities would just start to fade. The previous schedule is smack at the middle of the election period specified by the Commission on Elections which starts January 2, 2001 to June 13, 2001.
