February is
Civil Registration Month The
Civil Registration Month will be celebrated again this February pursuant
to Proclamation No. 682 issued by former Pres. Corazon C. Aquino on
January 28, 1991. The
observance aims to remind the citizenry of their duty to register acts and
events concerning the status of persons; enhance nationwide awareness and
appreciation of the legal, administrative and statistical values of civil
registry documents; and, underscore the necessity for Congress to provide
adequate funds for enforcement and administration of laws on civil
registration. The
system of civil registration was established in the Philippines on
February 27, 1931 through the enactment of Act 3753, "An Act to
Establish a Civil Register." It requires the continuous and
compulsory recording of births, deaths, marriages and other acts and
events concerning the civil status of persons. The civil status of a
person starts at birth and ends at death. This
year's theme: "First Right of the Child: To have a Name and
Nationality" embodies the children’s rights and freedom. Birth
registration is a fundamental right that provides a child with a name and
identity. It serves as protection against exploitation and abuse by
others. It also opens opportunities and secures other important rights for
children. Children
without official birth certificates simply do not exist officially and
have no documentation that entitles them to go to school, to benefit from
government feeding or health programs, to get a visa or work abroad. In
short, they have no legal rights. As
part of the celebration, there will be free issuance of certifications and
authentications in NSO Manila and NSO regional offices on Feb. 27, while
the office of civil registrars will issue certifications on births, deaths
and marriages for free on the same day. |
