Col.
Panen is new PNP director here A
confirmed academic and licensed criminologist has taken over as the new
PNP provincial director for Catanduanes with the early departure of Col.
Rolando O. Gonzales. Police
Supt. Freddie Osorio Panen, MPSA, arrived at Camp Francisco
Camacho last Saturday noon and presided over a hearty lunch with some
ranking police officers in attendance. The good-looking colonel with a
trim physique also visited his would-be quarters inside the camp before
going out on to see the sights in the capital town. A
member of the Free and Accepted Masons of the Philippines, Col. Panen is
also a professional Public Safety Officer, being a member of Class 99-04
of the Master of Public Safety Administration (MPSA) at the Philippine
Public Safety College (PPSC). He
finished at the head of his MPSA class, earning the PPSC President's Award
and the Leadership Award, for being class president and, more importantly,
for attaining a final grade of 94.47 percent with no grades lower than 90
percent in all subjects. The
MPSA program is the highest required training for PNP officers and other
uniformed personnel of the Department of the Interior and Local Government
(DILG), with the graduate attaining a rank equal to CESO VI upon
graduation. Panen
is also a graduate of Master in Public Administration (MPA), major in
Human Behavior, and, except for the defense of his dissertation, the
colonel has already completed all the academic units and passed the
comprehensive examination leading to a Ph.D. in Peace and Administration
at the Bicol University Off-Campus Program at Camp Crame, Quezon City. Gonzales'
replacement is also trained and schooled in intelligence operations,
public safety, law enforcement, criminal investigation and combat
operations, both in high- and low-intensity conflict. Aside from the PPSC,
he has attended the National Intelligence Training Center of the former
NISA (now NICA), the UP Judicial Training Center, and the elite Philippine
Marine Corps Training Center. Panen
is a well-rounded military and police officer, having been a company
commander, a case officer of both ISAFP and CISA, and station commander of
six Class "A" stations in Luzon and Visayas. He
has occupied sensitive staff positions such as comptroller, logistics
officer, director for personnel, chief of investigation, chief of fleet
operations group and lately, regional officer of the Maritime Police
Regional Police Office based in Puerto Princesa City, Palawan, covering
the island and the western front of the Philippine archipelago from 1978
to 2000. His unit was adjudged as the best Maritime Regional Police Office
for the second and third quarters CY 2000 and was an awardee as best
maritime station for 1994-95 and 1995-96. An
achiever, Col. Panen has received 28 medals, foremost among which is the
Medalya ng Kagitingan and the Military Merit Medal, as well as hundreds of
commendations from government agencies, legislative bodies, NGOs and
religious groups. He has also undergone 32 trainings and seminars, both
local and foreign, including one in hostage negotiation in US, public
safety in Australia, maritime law enforcement in Malaysia and the Federal
Law Enforcement Academy in Georgia, USA. He
is an active member of the International Association of Chiefs of Police (AICP),
Americam Society of Industrial Security (ASIS), California Association of
Hostage Negotiators (CAHN), Professional Criminologists Association of the
Philippines (PCAP),and Philippine Association of Public Safety Officers (PAPSO),
among others. Panen
hails from Bani, Pangasinan and is happily married to Merlina
Batalla-Panen, who is assistant regional director of NCIP in Region 4.
They have been gifted with two beautiful daughters and a boy. |
