Catanduanes town best performing CIDSS

Pandan, a remote municipality of the pr0ovince of Catanduanes, bagged the award for the Year 2000 Search for Best Performing CIDSS Municipality in Bicol.

Pandan Mayor Eulalia V. Verceles received the Best Performing CIDSS Municipality award including a grant of P300,000 from the CIDSS  Program and an additional P200,000 from President Estrada during the awarding ceremonies held December 12, 2000 at Heroes Hall in  Malacanang, Manila.

The fund will be used to implement different projects that would benefit the residents using the CIDSS strategy. During the awarding ceremony, mayors from other CIDSS municipalities expressed their support for the program and have agreed to urge other LCEs to use the CIDSS  strategy in implementing projects in their locality.

The NAPC, through the DSWD, recognizes municipalities that started CIDSS implementation in 1996 to 1997 and have successfully passed the following criteria: a) Municipal Level Management (20%); b) Convergence of Services (20%), c) Community Participation/Mobilization (40%) and Localization (20%).

In Bicol, three municipalities were chosen as finalists: Sta. Magdalena, Sorsogon; Pandan, Catanduanes; Canaman, Csur. The search, an annual activity of the National Anti-Poverty Commission (NAPC), aims to recognize and encourage community efforts towards community empowerment; to recognize and encourage LGU’s efforts in the management of facilitating mechanism; and, to recognize and encourage efforts of convergence in the delivery of social services in the community based on the Minimum Basic Needs (MBN).

The Comprehensive and Integrated Delivery of Social Services (CIDSS) is a strategy to improve the quality of life of families and communities, focusing on empowerment of families by building capabilities to address their identified MBNs, using the Total Family Approach and Community Organizing. Project implementation is facilitated by a trained worker in cooperation with local government units and other government and non-government agencies in the locality.

The CIDSS is being implemented in 36 provinces identified as poor. Beneficiaries will be 100 poor families identified in each target barangay, with 15,900 families as recipients in the first year.
